CHAPTER IV. BUILDINGS AND CONSTRUCTIONCHAPTER IV. BUILDINGS AND CONSTRUCTION\ARTICLE 7. DEMOLITION SPECIFICATIONS

The following are the specifications for demolition, disposal and removal of all above ground structures including, but not limited to commercial buildings, residences, garages, fences and outbuildings as well as the removal and back fill of any existing basements, cellars, cisterns and septic tanks.

The expectation of the City for the owners of properties to be demolished is the ability to meet or accomplish the following specific project requirements.  When the demolition has been completed, a final demolition inspection is required. 

(a)   Cut and cap any and all city sewer and water line and obtain a cut/cap inspection from the city prior to covering the services capped.   

(b)   Provide to the city proof of disconnection of all utilities. 

(c)   Demolition, removal and backfilling of main structure.

(d)   Demolition, removal and backfilling of any accessory structures, footings and concrete slabs.

(e)   Removal and backfilling of the entire basement/crawlspace walls and floors.

(f)   Remove all building material, rubbish or refuse from the project site daily; no material or debris may be buried on site.

(g)   Compaction of all backfilling, if there is settling on site in the future it is the responsibility of the owner to add and compact more backfill.  

(h)   When a common wall exists between two properties, the owner or contractor doing the demolition shall be responsible for the structural integrity, the weather proofing of the common wall and footing, and any underpinning.  The owner/contractor of the building being demolished shall not damage the adjacent structure and shall be liable if such damage occurs

(i)    Keep the surface of the sidewalks and streets affected by its work, including decking and temporary paving, in a clean, neat, and safe condition, limiting to the extent possible dust and smoke on and around the project site.

(j)    Sprinkle with water or otherwise treat the site surface and surrounding area being used by the contractor (i.e. street, right-of-way, etc.) sufficiently to keep down any dust generated during the progress of work.

(k)   Remove all piles of dirt or debris.

(l)    If the owner/contractor encounters asbestos or asbestos type material, the owner/contractor shall immediately stop work and notify KDHE for proper handling and disposal of material.

(m)  There shall be NO fires of any kind or burning of any debris.

(n)   As work progresses, carefully clean and keep the project site clean from rubbish and refuse.

(o)   If a well is discovered on the property during demolition the owner/contractor will immediately contact the city and the owner will be responsible for well plugging according to KDHE requirements.  The city must be present during the plugging of the well. 

(p)   After demolition is completed, the site shall be left in a safe, clean, and sanitary. The demolition site is site must be prepped and seeded down if applicable.

(q)   The owner/contractor shall furnish the city all documentation regarding the proper disposal of all rubbish, soil, refuse, and any other debris. 

(r)    Provide proof of liability insurance; minimum of 1 million dollars. 

(s)   Limit demolition hours of operation to Monday through Friday during the hours of 7:00 a.m. to 6:00 p.m.  Special hours of operation outside the normal hours must be approved by the city.
